I checked the fan and it’s fine. The fan hub bolts are solid tight as well

Post number 11 is worth a look. The starter has a bendix spring on the end of it. The spring has two bolts holding it to the shaft of the starter. If the spring is weak or if the bolts come loose it can cause the ring gear on the flywheel to rub against it and it will make a whirling kind of sound. Good luck

Well I checked for a vacuum leak and there wasn’t one. I will have to get it up on a rack in the next week to check the bendix and flywheel

I have known of a vacuum leak causing the vacuum break piston to flutter. Check the vacuum line to the distributor at both ends.
