Can anyone identify this Unusual Flathead V8 Engine?

"Pilot" type, as probably British. The oil filter wouldn't have been there, though, in any normal car or truck application, so probably either military industrial usage. I just went outside and checked an English block and actually it does not have those plugs. I looked again at the pics and the engine in the pics has the Pilot type coil bracket.
So yeah, probably Pilot, but not all English 21 studs have those core plugs.
