When I put my curser over it, show you are on line now. Same with me. Just an indicator to show if the person who's post you are reading is on line too at the same time.

I have always thought that the green "bubble" and the "Report" button were different things. The green light indicates that the person who made the post is on line now and the "Report" button was to report an inappropriate post to the administrator who may take it down.
