Kinda suprised its not a "dually" with a four compartment tank. Thats a lot of wieght, I wonder if there was some extra leaves in the spring packs.

I'd agree with the premise that someone took a firetruck and made a "tanker"
There's no place for the product pails, nor a way to fill them. No drag chain either. And what's with those "boxes"? |

If you look at the engine number pad and firewall, looks like it may have had a new VIN assigned to it.
