Default 1930 cabriolet cowl holes

My friend is restoring a 30 cabriolet Briggs body number off cowl is 161-20193. Serial number A36620xx. Holes are in the cowl on both sides as pictured. Appear to be some type of vent. Was this possibly factory? It is doubtful because heat from the hood louvers would flow right in. The holes are very neatly cut. Anybody ever seen anything like this?
