What exactly does this thing do? My horn is connected to it and now I get a clicking sound and no horn...most of the time. I get intermittent power at the pole to which the horn is connected...and the horn works intermittently. Is there a recommended replacement or a direct wiring option? I have the horn button-to-horn wire on a 7.5 amp in-line fuse.

The horn should not be connected to the cutout. Refer to the model A wiring diagram. A photo of what you are dealing with would help.

The so called "cutout" may be a relay that someone installed. Picture please of the wiring and the device to help clarify the issue.

The wiring diagram shows the horn connected to the cutout.

Indeed it does, I was thinking he was referring to the input side of the cutout. I stand corrected. That connection is on the output side so the cutout. The horn can be powered by the battery even if the motor is shut off. It is essentially just a convenient terminal connection. If the battery is good, the horn should work regardless of whether the generator is charging or not.

It is more than convenient. When the generator is charging, it will provide a direct shot of current flow to the horn when functioning. The horn is a high draw load so it needs all the advantage it can get. The horn button is the end of the grounding circuit for the horn.

Test your horn by direct jumper connection to the battery to make sure it's working. The horn is shunt wound so it is not polarity sensitive. The power wire from the cut out also includes the power for the light switch so just be aware of that. The wire inside an old horn/light switch rod can deteriorate to where it will either cause the horn to sound or it won't function at all depending on whether it shorts out or is open circuit respectively.
