Default body/frame welting on a '32

I'm putting the body on my '32 chassis and the welting I'm using needs holes drilled for the bolts to pass thru. I can mark off the holes using the holes in the frame as a guide and drill holes or I can just cut an X about where the holes should be to allow the bolt to pass thru.

Or is there a better way of doing this?

Mark your holes out and then use a hollow punch like this:

Worked good for me.

Take an old bolt the size you need for the holes. Sharpen one end and grab with vise grips on the other. Heat sharp end with a torch and push through the welting at each frame hole. Will make a nice no fray hole.
