Default plate on engine

can someone tell me what this stamped steel plate represents?
It' spot welded to the left, rear of the engine, just forward on the tranny.
It's on my '34 five window coupe.
the engine is a 21 stud head and I"m not really sure what that means as far as years built and quality of it.

This is the usual location for an engine rebuilders tag. The tags have the shops name on the top and have stamped numbers according to bearing dimensions. The stamped numbers you show do not ring a bell to me. Usually the tags are riveted to the block and not welded, but they could be welded in place.
