How to get a hub cap to not be loose when installing on a '31.

Put clear silicone on the back side before installing wheel.

Only turn over every other ear and then lots of silicone.

To create an easy removal and less mess try a very thin "O" ring, ie. the rubber rings for sealing joints. I have even seen rubber band used as a stand by measure.
