I've triple checked all the fender bolts are out, the bumper brackets aren't in the way, nothing is holding onto it but I cant get them to come off. They are wiggling all around but won't come off. Don't tell me you have to take the doors off or something. Help!

Give us a little more info. Is it at the rear or front or where does is seem to be caught. Did you remove the nut from inside the "A" pillar? There is a sort of hidden bolt there that is visible when you remove the kick panel and shine a light toward the fender inside of a small access hole.
