I am installing a 4 speed overdrive in my car. The universal cover did not have lock washers on the bolts. Is this right.

there is only two lock washer on the clam shell and they are on the bolts that hold the two half's together. the other six bolts & nuts have cotter keys.

Thanks for the information. Mine did not have the cotter keys.
