I just had my stock flat head completely rebuilt. It runs good but the spark plug wires look old. One " expert " says the wires are just fine and do not need replaced. Another " expert " says the wires should be replaced. Does it matter which expert I listen too? Is their a test to confirm if wires are performing efficiently?

A simple, but not conclusive test, is to just look under your hood, at night, with the engine running, If you see some "sparking", you need new wires.

Mikeburch has offered a simple but decent "test" method.
The only issue with that particular test has is no sparks will be visible within the metal conduits. And, unfortunately, that is where many of the failures occur.
For the reasonable cost of a new set of wires, why not simply replace them?
Roy Nacewicz sells, perhaps arguably, the best reproduction wires currently available.

Try RJ&L Vintage Wiring Supply's www.rjlautofasteners.com they mfg all the wire sets for Mac's Langs, using cotton covered wires with the correct teriminals. They have been mfg wires sets for over 30 years..
