Default 29 phaeton front shoulder panel question

I am currently installing a LeBaron Bonney upholstery kit in my 29 phaeton. I have the rear shoulder panels installed and they fit and look OK. However, the front shoulder panels don't seem to be made right. I took a picture of the area in the car where the driver side shoulder panel is installed – first picture. The second picture shows the panel in the kit. The strange thing is there is a non-upholstered part of the panel that seems to be unnecessary. As you can see in the first picture, there is a diagonal wood piece where the left side of the panel is tacked to. The part that has no upholstery on it seems to just "float" in the space inside the "seatback metal panel", behind the seatback springs. There is nothing to tack the non-upholstered hardboard to on the left side of the panel. If anyone knows the reason why the non-upholstered part is there, please post a response. It would seem there is no reason why the non-upholstered hardboard is there and I currently believe it should be cut off, as it interferes with the metal tub.
