Default Does this look right to you?

I was looking at my transmission band adjustments and I can see that somebody installed lock washers used as shims. The reverse band nut was so loose, I can turn it with my fingers. I expected to see cotter pins or the like to prevent the adjustment nuts from coming off. Is this something that is normal?
I don't want this to come apart while I'm on the road.

Get those out of there. For some reason the brake band looks like it has been backed off quite a lot. You can buy new springs from the vendors.

There are special washers and nuts for the band adjustment that have a dimple and indentation on them that fall into each other to keep them from spinning off. The spring pressure on the band holds the washer and nut locked together.

The model T was a vehicle that about anyone could fix but not all were fixed correctly. Folks would replace stuff with whatever they had on hand whether it worked or not.

Somebody put those in for a reason. Whatever that reason was, you should look into the matter a bit further. Worn bands? Replace them. Old springs that have lost tension? Replace them. Did the former owner lose the special nut and washer? Put them back in. In any event, those lock washers have gotta go.

The lock type washers were put in to help weak springs, I use just plain washers. Sometimes too, the ears on the bands get worn or spread out allowing the spring(s) to jamb into the slot so washer is added to prevent that.

I was told by the previous owner that new kevlar bands were installed, not by him...but someone else. I would think if new parts were going in, why not replace the springs and washers too? Looks like a shade tree job. I'm ordering a new spring set for this.
