I saw Tom's in his car and he was very gracious to let me take pictures so I could make one myself. It slips over the dash rail and I lined it with felt so it would not scratch the dash rail. I'm sure it could be adapted to hold a cell phone.

Ditto ! Also illegal in NH -- very easy to stop on roadside for cell phone use (and stay alive).
