Default '48 Steering column floor seal question

I bought a floorboard seal kit for my sedan and it came with two seals that fit around the steering column. In the attached picture, I know the smaller one on the right should be above the mat to hold it down, but I'm looking for advice on how the one on the left is positioned/oriented. It has a stepped edge on each side. Does it go above or below the removable floorboard?
