I purchased a rusty head and i sandblasted all the surfaces but the bottom. What is the best way to remove the rust from the flat surface before I move forward?

Have it milled flat?

It needs to be milled anyways since it is an original so I would sandblast the whole bottom and the inside water jacket too. Give it a good blow out with compressed air.

Sandblast or sand the surface. If sanding, wrap the paper around a piece of wood that is flat. Don't use a file as they tend to bend if not held carefully. After cleaning, check for flatness. Using a quality ruler, such as a machinist rule, will tell you if it is useable as-is. Up to .006" is a tolerable number to be used without having it machined.
