Default Zim puller, what is it used for?

I got this Zim puller with a lot of Model A Ford parts, any idea of its use

I am pretty sure: The hooked end wraps around wood spokes on that type wheel and bolt would be turned to pull hub off. The bolt I think is in the wrong way.

Makes sense, the parts lot I bought also had a few T parts
