Default 29 floorboard question

I had a rattle I've been trying to track down, and found it was the starter rod rattling because the cover and grommet were absent. My floorboard also has the metal plate and felt to cover the space by the pedals, and it looks like that plate will block the rod cover from being installed.

Was the metal plate by the pedals on the original floorboards? Or was that space originally left open?

With the exception of the early cars which used a hard rubber coated cover, the 'originally-provided' plate was indeed made of metal however it should not interfere with the start switch rod providing it is through the proper hole.
