How does the vacuum advance work if that plate won't move it's pined to ?

It doesn't. Whether the one piece or two pieced breaker plate assy is frozen or the vacuum advance canister diaphram is bad, there will be no vacuum advance.

Usually there will be a tip-in hesitation as with a bad/mis-adjusted carb accelerator pump.
