Shown is a 30-31 popout key cylinder. Notice the number (A1393) is stamped on the cylinder bezel instead of on the cylinder housing like most popouts.

the cylinder bezel was probably replaced and stamped on the key number there, i had a switch that had no numbers on the housing,

The move of the number to the new location is mentioned in the July 31 service letters. They were in the location you show from about June 30 until then.
