I would take the head off and find out why the head studs are so high. I would be concerned they are not screwed in. You might have to replace them with the correct studs. Get rid of the washers.

RonC, No need to pull the head, just remove one stud to check the length, see if it will turn in further, etc. If it won't come out with your fingers, just double nut it. And, what's wrong with the washers (as long as they are grade 8)?

The washers may be there because the thread form on the stud is not long enough for the nut to contact the head.
Before you torque the head remove one nut and see how much thread form you have. You do not want to torque the head if the nut bottoms out on the end of the thread form. If you have adequate thread form so the nuts do not bottom out then torque the head. If there is not adequate thread form than the studs are not threaded far enough into the block and they will have to be threaded in further. You also need to torque the head nuts in the correct sequence to the correct torque 65# as I recall. First torque the head and then run the engine without any water in the block until the head is warm to the touch and let the engine cool to ambient temperature and re-torque the nuts in the correct sequence, do this a total of three times or until the nuts do not take any more torque. Others please chime in on this as you see the need.
