The Early Ford Store in CA has an early skirtless fendered '33 Victoria. in their collection.Years ago the late Paul Gommi had an early skirtless fendered '33 roadster.Saw it in a museum in San Pedro after he'd sold it back around 2008.

The early Victoria that is pictured was at the Grand National V-8 Meet in Lake Tahoe. It belonged to Charlie Ott at the time.

to my info no skirtless open cars (roadster - phaeton ) as they were introduced in march of 1933. David G would know more on this

The Gommi car was likely a post-production creation as it lacked nearly all of the early components except for the fenders and running boards.

As I recall Gommi was told that by some good '34 experts and he didn't like what he heard from them. That's putting his attitude politely.
