In Kansas all I have to do is take the frame serial number to the DMV and they run the numbers to verify itś not stolen and issue a title. No inspection for the title before a specific year. Registration does require an inspection, but that is more of a safety issue and making sure the title matches the serial number. Different states have very different title and registration laws so you really need to know the laws for the states involved. But any attempt at fraud or modification of titles and serial numbers is a serious crime.
