The Folks that worked at Willow Run would have been doing the job the FAA way (it was CAA back in those days). B-24 aircraft couldn't pull off the side of the road is parts were coming loose. The workers on the FoMoCo automotive assembly lines had less to worry about. I'm sure they had a QC inspector check stuff but they may have not checked every one and there standards likely were a lot more lax. As long as it was "secure", that would have been good enough.

I'm beginning to understand why nobody posted pictures of their actual car. There doesn't seem to be a good way to do this job.
I appreciate the comments from everyone. The problem with wiring the 3 bolts stems from the fact that the center bolt is not in the same plane as the other two. This being the case it makes my pictures appear to have slack in the wires, but that is due to the different levels the bolt heads are in. I know I could wire the two that are in line properly, but the problem really has to do with the tank bolts. There is nothing to wire them to if you don't go to the other two.
The two frame bracket bolts that are in the same plane wouldn't even need safety wires if a lock washer was employed, so I thought the reason they were drilled was to provide a means to somehow secure the tank bolt which as I said is in a different plane (about an inch higher up than the frame bracket bolts).
As I stated early in this thread, it would be helpful if some good soul would post actual photographs of a car with the subject bolts wired together, hopefully as would be done at the factory.
