OKAY, HERE IS 36 DELUXE PICKUP PACKAGE AS SHOWN IN HENRY'S ACCESSORY BOOK
Dual horns with chrome top covers and projectors. Chrome windshield frame. Driver's side sun visor. Dome light with chrome bezel Cigar lighter. Tandem wipers. Chrome grill shell. Chrome outside mirror and arm (driver side only). Ash tray, circular pull out type. Sliding rear window.

After hooking up my horns as soon as I attach the power wire they are on constantly because they are grounding off the frame. But if I un mount them from the frame and just hook up both wires I can barely get a low honk because they aren't grounding enough I have a good 6 volts do I need to run a relay or am I missing something?

On a 37 ford with 6V (+) ground, the horns should not be grounded. That is what the horn button does, it provides the ground. Can you connect the horns without them being grounded to the frame or body? They should just set there and not make a sound. Then if you take a jumper wire and connect it to the horns and then touch it to ground they should honk. That connection is the one that goes to the horn button. When you push the horn button it provides the ground. If they are loud with the jumper wire and not with the horn button, you have a problem at the button end. It could be a poor connection or corrosion/rust around the button contact ring.

There is not a horn relay in this model year, just a hot wire directly to the horns and then a ground wire to the horn button. There should be a yellow wire with a green tracer straight from the starter solenoid to the horns and then black wires from the horns to a connection (probably at the base of the steering box) to the horn wire which is yellow with green again and goes up the steering column to the horn button contact ring.
