Question Rear Bumpers

Is it correct that the rear bumpers of the 28/29 Model A's were dipped in a black paint of some type, after riveting to the mounting plate, chroming and polishing on the rear outside surfaces ?
The rear bumper assembly's were supposedly dipped in the vat of paint on the bracket end, to a point half way around the first curve of the bumper bar assembly. This proceedure was used to prevent rusting between the mounting plate and the bars as chroming of the individual pieces and hot riveting without damage would have been impossible.

Would this be the main reason for the change in bumper style from 28/29 to 30/31, other than to go along with the overall styling changes ?

At least this is what I have been told.
