the restrictor is a brass fitting on the input side that the feed tube from the back of the block screws into. has a very small hole, like 1/32 of an inch, to restrict flow....

They can be any of several places, at the outlet on the block is one common location as is the inlet to the filter.

This is what one type of restictor looks like. There are other types.

The 226H oil canister is a whole different animal. it attaches to the side of the block. The restrictor is built into the bottom of the canister and passes through to the mounting bracket by means of a ball bearing.

Finally some information that is relevant and makes sense
Suspect that the ball bearing is a check valve to stop drain back from the filter..

Ok,so I know one hole is inlet, the other drains to pan,how would this ball bearing be held in place without falling into block where it bolts to?

Most likely the end of the hole that the bearing sits in is peened to a smaller diameter.
