I saw this 31 tudor for sale in Hemmings, but could not figure out what the light fixture on the back was?

It looks like something off of the back of a 1954 Mercury. (guessing here) With a light underneath and originally doubled as a handle to lift the trunk lid. Maybe affords a place to mount a license plate too with a couple of screws?

Best guess so far. - Maybe a "farm solution" to mounting a license plate that can be seen over a trailer?
