Default 1939 PU fender question

Doing a sort of inventory on my "extra" PU fenders. Most seem to be scrap metal - portions where they attach to running boards are bad. However, a recent post on '40 pickup fenders mentioned that rear fenders could be adapted using "patch panels". If panels are available, some of my fenders may be usable. Are there patch panels available for 38-39 rear fenders? I've looked at regular sources (Carpenter, Northern, Mac's, C&G) and don't see any.

Can scrap many fenders if can't find panels - too rough to fix.
