You don't mention a miss or backfiring so maybe ignition is out. Sure sounds like fuel. Quits on hills & runs OK/fair on level ground. Maybe the float setting is out? Choking & changing the needle setting does no good so maybe the fuel is low enough in the bowl not to make any difference. Check the tank vent, filter and the flow through the fuel pipe to the carb. If they are OK a float setting is my guess. Sounds like your starving for what ever reason. Re-starts/ runs OK because the bowl fills on the flat & acts up on a hill.
