Are the inner fenders supposed to be cab color or fender color?
Also, are the heads of the hinge mounting bolts supposed to be painted cab color? Thanks! Heard

Kube is correct for regular production. The inner fender panels could be painted something other than black by special order.. For a price, Ford would paint parts on commercial vehicles and trucks all sorts of colors.

I find that interesting. Here is a pic of my inner fenders. I bought this truck from a family that had owned it since 1939. At some point, they gave it a rattle can black paint job. As you can see, the inner fenders are green which was the original color of the truck. When I posed this question, I wasn't sure what color the fenders were and thought they may have been black. After reviewing some of my pics, I'm pretty sure the front fenders were also green originally.
So.....????

The standard paint color for 1935 pickup fenders is body color (all surfaces). In 1934 the standard paint color on pickups was black and body color was an option. Ford changed this practice in 1935 so assuming your pickup got the standard 1935 paint treatment, they should be body color on all surfaces. The half-moon shaped inner fender aprons which fit between the frame and the lip of the fender were black from the factory. These inner fender panels could be painted a different color for fleet orders or for extra money. Not many ever got this treatment from the factory.
