I had that problem just a couple hours ago with new king pins. To locate the interference, I coated the perimeter of the brake actuator housing that enters the hemisphere of the king pin with machinist blue and wiggled it around to find the interference. In my case, the machined annular recession in the top of the king pin was slightly under sized, the outer end of the shaft housing was slightly out of round and the pawl was interfering against the inside of the ball. I removed about a half thou from each interfering surface at a time until all fit without interference.
