3.1lbs is too much pressure, try 2lbs

as a test hook up a container with some fuel in it to the carb and hold it higher than the carb so it gets a gravity feed rather than pulling fuel through a pump from your tank.

EDIT: sorry just seen bruce suggested hooking a temporary fuel source up to discount where the fault may lie.

tbh sounds like something is blocking your fuel pipe when the pump is running, I would be surprised if its a carb issue.
