My neighbor brought over an extra regulator that had a gauge on it and connected to that only, plugged at the other outlet the gauge read 3.1 lbs. I put a cheap regulator on it and will check it again. Do you think the pump in sucking air from the fuel tank?

You mentioned that the carburetor is new.Maybe you could swap it out with your old one and see if there is a difference. Just a thought.Sometimes, new doesn't mean good.
