Default 1939 Starter

Last night I was working under dash. When trying to pry my way back out I hit the starter button and yikes it cranked. I thought oh no I left switch on - but no switch and key were in off position.

I think only power is going to starter as the electric seems off, cause I have an electric fuel pump and can't hear that pumping.

Is this normal?

Advise?
