Default '31 roadster windshield anatomy

I've read here about others' difficulty with tensioning the windshield wingnuts and wonder if i'm missing any parts on mine. I have noticed that my wingnuts seemed fully tight and still allowed the frame and glass to pivot in when at speed. I pushed the wooden crossmember off of the stanchions and noticed that I could keep cranking the wingnuts tighter, to the point where the posts had moved inward enough to not line up with the holes in the crossmember anymore. It seems that there should be some sort of washers or spacers inside the cups on the stanchions to give me something to tighten up the assembly a bit more while not moving in the assembly. Any thoughts?
