Default Center bumper clamp orientation question

I am uncertain how the backing plate is installed for a center bumper clamp. I am attaching a picture of a round 28/29 center bumper clamp and backing plate less the cladding that I am having replated. Is this the way the backing plate is installed? It seems backwards in the picture, but if the backing plate is turned abound, the nut doesn't seem to contact enough threads on the clamp stud correctly. Would someone that knows for sure which way the backing plate is suppose to be installed, please post a message. I guess I should have paid more attention when looking at fine point cars.
