Installing 34 Gas Pedal to Firewall

I have the correct gas pedal assembly for my 34, but I'm having trouble mounting the pedal to the firewall. In regards to the threaded eye bolt that the spring loop wraps around - is the eye bolt fixed to the sleeve or is the eye bolt supposed to turn on the sleeve? Mine turns on the sleeve and I'm having difficulty seeing how I can get enough tension on the spring to provide resistance on the pedal. Any photos would be a big help!
