Default Ford Tailgate identification

Hey guys,

I ended up picking up this Ford Tailgate and I was wondering if you'd help identifying it. from the research I've done is seems to be off a 1938-1940 Ford. I've come to this conclusion because under the Ford symbol there is an elevated v8 stamp. But what makes this one different is that it has tail lights or some kind of lights in the tailgate itself.

I'm interested if the lights were an option that I'm unfamiliar with.it also has all the original paint but is pretty rusty.so with this be something worth restoring or better left alone. Also what would the value of something like this be? P.s. I'm not selling this just want to know if the old man gets it or not. If its pretty rare or expensive then he will just have to come to my house to look at it!!!
