32 coupe in fla with ny reg

thinking about a 32 ford in fla owner says he has ny reg, i'm in sc MV says need a title, my understanding is the reg is the bill of sale and title. yes or no ?

ps- i've titled a couple of cars from ct in sc with only a bill of sale because they were over 25 yrs old, sc said no i said yes look it up, i won. Would ny be the same ?
