That little clip is to make it so the spring can not go up inside the tube, However! as pointed out earlier in this thread, the new springs are sometimes too long and bunch up not allowing full travel when the brake is applied. In that case, let the excess spring go up into the tube, and stick the clip into the spring at the end of the tube.
