Default Timing Gear

I decided to check my timing gear. Removed the side inspection cover. Gear looks fine to the naked eye. All smooth square edges with no pieces missing. tried to gently move the gear back and forth and no go. For a comparison, I checked my spare engine (supposedly a good one). It moves forward against good spring tension. I would think this would be correct. I suppose the plunger/spring assembly could be frozen up? I did buy a new one with the laminated gear I bought this week. Any thoughts?
