Default Need advice on clutch problem

My 1930 Tudor set up for several years. It is running now but the clutch pedal doesn't come all the way up unless I stick a toe under it and pull it up. This causes the clutch to slip until I pull it up. Is there a spring broken or is this some kind of adjustment problem? I searched the archive but did not find this particular problem. Any advice would be appreciated.
