Default Bad voltage regulator?

Hi guys

I’ve been noticing after I drive the 52 F1, white (looks like battery acid) powder all around engine. I took analog voltmeter, started engine, removed negative terminal connected volt metrr and at idle 6.5 volts. However, when I rev engine it hits 10 volts.

You agree bad voltage regulator?
