Bill,
Hard to tell but it looks like it has the points on it like the standard inner nut... If so get yourself one of the repro aluminum inner/outer wrench sets. If it only has four points you can make a tool to do the job. My suggestion is to make sure your fuel level is down below the gauge and remove the outer nut which will remove the gauge assembly and then you can deal with it on the bench. It may need to be replaced. You can determine once off. Once out you can soak the inner nut with penetrant to help loosen and even a little light heat from a heat gun to help loosen the hold on it from the old fuel.

Once apart you can proceed with restoring the assembly.
