Cowl Band - Repair or Replace?

I would appreciate some advice and opinions about either repairing my current Cowl Band or replacing it with a new one. The current one is in pretty good shape except it is painted the same color as the car and I would perfer it were stainless steel or chrome.

Is there a way to restore it?
Or should I purchase a new one?
And any recommendations on where I could purchase a good quality one that will fit nicely?
