Question Horn

The horn ring on my 47 Ford is loose. It's locked in it's position, but it still jiggles. Sometimes road bumps will cause it to "toot" when it shouldn't.

I recently replaced to foam insulator that is supposed to keep the ring away from the contact points but it doesn't seem to be dense enough to do the job properly. Is there another adjustment I can make? Should I make a new foam insulator from a denser material? Has anyone else encountered this issue?

PS: I recently had the horn ring re-chromed but I wouldn't think this would have anything to do with it.
