Default 1938 Ford 4 Door Convertible

I am trying to fix an issue with Headlights and taillights not working. I do not see a switch for the headlights. It has a switch that turn on the fog Lamps, which work. There is a small two position toggle switch on the bottom of the dash on the left side of the steering column which doesn't seem to do anything. Also has a floor switch which looks like a dimmer switch. Any good sites to go to with diagrams and the like and any suggestions. Also is there more than one fuse bar location? Everything I have found says there is only one under the dash on 1938 Ford.

Switch is on your horn button. Rotate cw for on ccw for off.

The two position Toggle switch is for the dash lights.

Thanks 39topless for the info. I would have never thought to check for switch/horn button. Lights work just fine.
