Default 38' pickup hood hinge bolts

guys i just found out the someone decided to use 6mm bolts to attach the hood to the hinges on my 38 ford truck. without digging in too deep and removing hood bracing i'm wondering if the bolt were 1/4-20 to start with and it looks like they have "barrel nuts" to attach to giving area space off the brace for hing to pivot. can anyone shed some light on possible repair. thanks

Bolts were 1/4 - 28. Hope you can get the threads worked out.
